Bid Intelligence Watch — Federal Money Is Moving: Floodwalls, LNG, and a $300M NASA Package

Federal construction dollars are flowing into resilience work

• Sacramento River flood risk reduction — $71.2M. The Dutra Group was awarded a $71,166,600 firm-fixed-price contract by the U.S. Army Corps of Engineers covering roughly 2.8 miles of levee work on the Pocket Neighborhood east levee: earthwork, stone protection, erosion control, completion targeted July 2027.
• LaPlace, Louisiana floodwalls — $11.8M. B&K Construction picked up an $11,839,945 Army Corps contract: compacted clay embankment, steel sheet pile cutoff, reinforced concrete T-type floodwalls, and a structural steel swing gate. Completion estimated October 2027.
• NASA Johnson Space Center — up to $300M. Seven companies will share a construction and infrastructure improvement package in Houston — mission-support facilities, utilities, and equipment — with all funds obligated by September 30, 2026.

Material and labor pricing

• Materials up 0.7% month-over-month in June per the Bureau of Labor Statistics, with the intermediate demand index for construction components up 4.3% year-over-year — even as processed fuels fell 7.3%.
• Mid-Atlantic labor: AGC data shows union rates for heavy equipment operators up 5.1% year-over-year on late-July contract renewals.
• Bid spreads are still healthy: Florida DOT's I-95 expansion (Contract #E-9921) went to Anderson Infrastructure Group at $142.5M — 4.2% below the engineer's estimate. Competitive markets reward sharp numbers.
